An Environmental Impact Assessment (EIA) is a decision making tool used to identify the potential environmental effects of a development or project.
The use of EIA in the decision making process became established in European law with the implementation of EU Directive 85/337/EEC in 1985. This directive and related national legislation requires an EIA to be conducted for certain projects before consent can be given. The EIA concept has become a statutory requirement in many countries worldwide.
